Biography of the President

Dr Fabrice Kodjo Ebeh is an international anti-corruption expert. He is specialized in international and regional anti-corruption legal instruments, the fight against money laundering and illicit financial flows. With over twenty (20) years' experience, Dr Fabrice has carried out several international technical assistance missions for intergovernmental organizations, United Nations agencies, countries and foundations. In particular, he has successfully carried out several public finance evaluation missions and supported public reforms linked to transparency, accountability and anti-corruption policies in several African countries. His expertise also extends to auditing and drafting legislation, evaluating anti-corruption public policies, monitoring corruption indicators, setting up and operationalizing asset declaration systems, as well as public procurement transparency systems.

Dr Fabrice has also led a number of international missions to diagnose, develop strategies and action plans, implement tools, and help enterprises comply with ISO 37001 certification (Anti-bribery management systems). Recently, as an international expert for the Geneva-based WHO/FCTC Secretariat, he supported the development of strategies in Ghana, Gabon, Congo Brazzaville and Senegal; he was also a national expert for the development of Togo's National Strategy for the Prevention and Fight against Corruption and Related Offences (SNPLCIA, 2023-2027). Dr. Fabrice is a member of several working groups and steering committees for projects relating to the fight against corruption, money laundering and illicit financial flows at international, regional and national level.

Dr Fabrice has published two (02) major works, both with Éditions Universitaires Européennes, mainly (1) Revue de la mise en œuvre du Protocole de la CEDEAO sur la lutte contre la corruption, 20 ans après (February, 2022); (2) Etude comparative des systèmes de déclaration de patrimoine des agents publics en Afrique de l'ouest (April, 2022).

Dr Fabrice holds a PhD in international law (2005), a Master's degree in international law, specializing in international and regional legal anti-corruption instruments (2000) from the Faculty of Law, Political Science and Criminology at the University of Liège (Belgium) and a Diplôme d'Etudes Spécialisées en Droit des Affaires, from the Faculty of Law, University of Lomé, Togo (1999). He has also obtained several training certificates on international, regional and subregional anti-corruption legal instruments, issued by the United Nations Office on Drugs and Crime (UNODC), UNCAC COALITION (Vienna), Transparency International (TI), etc.
